DescriptionInspects the construction, alteration, or maintenance of building and structures for compliance with the provisions of the Building and Housing Codes and other pertinent codes and ordinances, and for adherence to approved plans and specifications; and performs other related duties as required.Distinguishing Characteristics:This series is distinguished from other inspectional series in that the Building Inspector independently inspects the construction, alteration or maintenance of a wide variety of buildings and structures for compliance with provisions of the Building and Housing Codes.Grade Level Standards:Grade II: This level is distinguished by the performance of inspectional and enforcement activities relative to all types of buildings and structures, including multi-storied buildings, for compliance with provisions of the Building and Housing Codes and other pertinent codes and ordinances.Examples of DutiesThe following are examples of duties and are not necessarily descriptive of any one position in this class. The omissions of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Inspects buildings and similar structures to see that construction, alteration or maintenance work being done comply with the provisions of the building and housing codes and ordinances.
  • Checks to see that buildings and structures are being constructed in a safe manner and in accordance with approved plans and specifications.
  • Checks the quality of materials and the methods of construction for all wood framing, concrete work, steel erection, lathing, plastering, tile work, masonry, and similar construction work.
  • Makes inspections of existing buildings to determine hazardous conditions, structural failures or need for maintenance or repair.
  • Looks for construction projects or alterations being performed without building permits.
  • Inspects and investigates complaints; issues stop-work orders when necessary.
  • Gathers evidence, facts and witnesses for legal proceedings and assists in the prosecution of violators of building codes and ordinances.
  • Handles appeals arising from any contested notice of violation issued.
  • May check and approve plans and specifications as directed.
  • Prepares written and computer reports.
  • Keeps written and computer records of completed inspections.
  • May inspect minor electrical and plumbing work during the absence of respective inspectors.
Minimum Qualification RequirementsTraining and Experience: A combination of education and experience substantially equivalent to graduation from high school and for:Grade II: Four (4) years of responsible supervisory experience in all types of building construction (concrete, steel and wood) including responsibility for the inspection and supervision of workmanship and material, or two (2) years of building inspection work.License Requirement: Possession of a valid motor vehicle operator's license (Type 3).Knowledge of: the Maui County Building and Housing Codes, and other pertinent codes and ordinances; standard practices, methods, processes, materials and tools used in building construction including standard formulae of structural stability and safety; the accepted safety standards; the legal procedures involved in enforcing building, housing, and zoning codes and ordinances.Ability to: apply proper building inspection methods; read and interpret plans, specifications, blueprints, building, housing, and zoning codes and ordinances and apply them to specific cases; enforce rules and ordinances with good judgment, firmness and impartiality; detect poor workmanship, inferior materials, and hazards of fire and defects; deal tactfully with building contractors, workers, and the general public; prepare reports of inspections and investigations; input and retrieve data from a computerized system, operate office machines and equipment; file records accurately.Health and Physical Condition:Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.Physical Effort Grouping: LightAPPLICATIONS MAY BE FILED ONLINE AT:EXAMINATIONS ARE ADMINISTERED IN THE COUNTY OF MAUl ONLYThe above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.AN EQUAL OPPORTUNITY EMPLOYERThe County of Maui does not discriminate on the basis of race, sex, sexual orientation, age, religion, color, ancestry, national origin, disability, marital status, pregnancy, arrest and court record, assignment of child support, national guard participation or any other basis covered by state or federal laws governing non-discriminationPre-Employment/Post-Offer Drug Screening Test: All applicants, who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a pre-employment/post-offer drug screening test as a condition of employment.
