GENERAL PURPOSEPerforms construction inspection and quality assurance on all Public Works projects related to general improvements to City's infrastructure and on limited private construction elements. Ensure compliance with City Standards, Codes, designs, specifications and contract documents.SUPERVISION RECEIVEDWorks under the general supervision of the Director of Planning & Development/City Engineer.SUPERVISION EXERCISEDNoneESSENTIAL DUTIES AND RESPONSIBILITIES
  • Reads and interprets plans, specifications and other contract documents for compliance with scope, ordinances, etc.
  • Inspects and observes public and private construction activities in the field to ensure that work is performed in accordance with plans, specifications, contract documents and City ordinances. Construction activities include street reconstruction, water and sewer lines installations, lift station construction, water and wastewater plant rehabilitation, among others.
  • Issues Non-conformance Reports if construction is not compliance with requirements.
  • Prepares daily inspection reports, including photo documentation, weather and site conditions.
  • Monitors and records quantities of material used and reviews pay estimates for quantity accuracy and quality.
  • Witness installations, materials testing activities, and documents testing procedures and results in daily inspection reports (hydrostatic testing, disinfection, exfiltration/infiltration water tests, low pressure air testing, mandrel pull, manhole vacuum testing).
  • Tracks and maintains test results, inspection reports done by others, etc.
  • Inspects and verifies performance of Traffic Control Plans.
  • Verifies material installed conforms to approved project material submittals.
  • Verifies material testing laboratory invoicing and reconciles with reports and tests performed.
  • Coordinates with other City departments and private utility companies, as required, to maintain construction progress.
  • Verifies that the construction of improvements that will become public, such as subdivision construction completed by private development is in compliance (roadway, underground storm drainage, detention facilities, water and sewer construction).
  • Identifies potential conflicts, change orders and delays.
  • Responds to complaints via email, telephone, fax, or web portal; meet with citizens to assess complaints; document and photograph sites;
  • Drives City vehicle to and from construction project sites.
  • Reviews and issues ROW permits and inspects all work related to them.
  • Attends and participates in construction-related meetings.
MINIMUM QUALIFICATIONS
  • Graduation from high school and four (4) years of experience in construction/inspections. Associate's degree in Engineering, Construction, or Project Management is preferred.
  • Must possess a valid Texas Driver's License with good driving record.
  • Must have considerable knowledge in reading and interpretation of technical drawings and specifications, Public Works construction inspection, management, methods and materials, contract administration and pay estimates, construction materials tests and results.
  • Must have ability to establish and maintain effective working relationships with employees, contractors, other departments and the public; ability to follow written and oral instructions; ability to communicate effectively, both verbally and in writing.
  • Must have knowledge of use of computers, maps, GIS, email, scanner, cell phone, digital photographs and digital file storage.
SPECIAL REQUIREMENTSMust be highly organized, motivated, dependable, patient and able to maintain discipline. Must be capable of following directions and have interest to learn new skills. Basic computer skills required. Must possess good verbal, written, communication skills. Must be a good listener, have the ability to complete daily documentation requirements and work well with others.TOOLS AND EQUIPMENT USED
