Our firm has been engaged to assist a large Oil & Gas Refining and Marketing company in need of an experienced Contracts professional. This role manages contracting processes for numerous project and service requirements. Implements effective systems to communicate contracting requirements. Creates and retains knowledge of contracts being managed at various stages. Minimizes risk in contracting processes to support operating componentsÂ’ service requirements, including recognizing appropriate contracting strategies, developing awareness of associated contracting risks, and qualifying contractors to assure appropriate criteria are adequately addressed at the local refinery level.
  • Refinery experience or related (Chemical/Petrochemical) is desired but not necessary.
  • Strongly looking at succession planning for this position (growth) within the next five years
  • Perfect next-step for a Buyer who has solid contract negotiating and management experience at a refinery or other manufacturing plant that deals with local suppliers, and someone who can manage contracts related to labor, construction services, and materials.
Key Responsibilities:
  • Participates in, and leads as needed, planning processes to identify upcoming needs. Communicates with internal stakeholders regarding their needs and solicit feedback and participation. Develops contracting strategies as required, given project or service requirements (e.g. lump sum, T & M), and chooses contracting vehicles appropriate to situations.
  • Implements processes reflecting consistency with corporate contracts, procurement philosophies and related company policies.
  • Develops approved localized contractors lists, maintain sub-contractor lists, and work with end users in scope development as appropriate.
  • Negotiates key commercial terms and conditions. Analyzes RFQ packages and labor rates. Develops awareness of associated risks with key stakeholders. Liaises with Legal and Risk Management staffs as required to ensure contractual terms and conditions are acceptable and serve to minimize risk. Creates purchase orders to release work. Manages lien waivers and progress payment processes. Manages records retention as required.
  • Monitors contractor performance. Utilizes existing systems to manage contracts and related information. Tracks and documents scope of work changes. Communicates with contractors as focal point for ongoing issue resolution, including warranty issues.
  • Provides work leadership and process mentoring to subordinate contract administrators and other Procurement personnel.
Education and Experience:
  • Minimum undergraduate degree in business administration or related discipline or commensurate work experience.
  • Minimum 5 years procurement contract administration experience required.
  • SAP experience highly preferred.
  • Petrochemical experience preferred.
  • Oil and gas experience preferred.
