- Develop, issue, and manage procurement processes for new generation resources, including Requests for Proposals or engaging in strategic bilateral partnerships.
- Negotiation of power procurement transactions, including Power Purchase Agreements and power plant acquisitions.
- Develop new grid-scale generation resources including siting, permitting, technology selection, and determining fuel supply, transmission, and water supply requirements.
- Oversee implementation of contracts and manage generation resource supplier relationships; track and report project development activities (permitting, interconnection, equipment procurement), assessing risks and developing risk mitigation strategies as required. Coordinate with internal operations teams to ensure successful resource implementations.
- Oversee the administration of contracts and coordinate with other SRP departments; manage administration of contract portfolio valued in billions of dollars.
- Monitor and report contract milestones, create reminders, ensure SRP compliance with contractual obligations, monitor, and enforce performance metrics.
- Perform economic, operational, and statistical analysis of new generation and demand-side resource options and emissions control alternatives, including emerging technologies.
- Assessment of Electric Transmission Requirements.
- Strategic Competitive Market and Business Studies and Analysis.
- Analyze the economic and operational impacts of environmental and other regulatory policy proposals and develop responses to these proposals on an SRP-specific and state-wide basis.
- Develop answers to complex, open-ended questions involving significant uncertainty and ambiguity with meaningful economic and operational implications.
- Communicate analytical results and recommendation to all levels within SRP as well as external stakeholders.
