Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. With over $5 billion dollars of spend under management, the State Purchasing Division, is tasked with managing the development of the state procurement policies, strategic sourcing for state entities and ensuring that procurement professionals are both educated and compliant with current regulations.The Contract Management Specialist will lead all post-award activities for assigned goods/services categories. The contracts management function will provide a vital role in assuring adequate performance of all contract offerings provided to end users through DOAS led sourcing activities. The position will establish performance guidelines for awarded suppliers, conduct regular checkpoints to validate achievement of performance targets and maintain productive relationships with agency end users and suppliers. Reporting to the Contracts Management Manager and working alongside the Agency, Goods and Services units, the position will manage contracts that align with solicitation documentation and solicit feedback from state entities and other end users to ensure satisfaction with the goods and services as outlined in the contract. In addition to the primary duties outlined, this position will lead the statewide contract marketing strategy for all assigned categories.The agency provides enterprise business solutions for Executive Branch Agencies. DOAS is a hybrid work environment and telework is encourage with some days in the office required.Job Responsibilities:o Manage all assigned contract activities, including development, marketing, and supplier performance assuranceo Maintain contractual records and documentation such as receipt and control of all contract correspondence, statewide contract information sheets, contractual changes, status reports and other documents for all state-wide contracts.o Serve as the point of contact for customers on contractual matters. Act as contractual “middleman” between end users and suppliers, ensuring timely review and approval/reconciliation of variationso Foster relationships with agencies, other key stakeholders and suppliers to ensure that agencies and other end users are receiving needed services and goods and suppliers have all necessary support to achieve successful performanceo Review contractual performance of both parties to ensure compliance with terms and identify conflicts or changes requiring resolution at contract renewalo Perform quarterly reconciliations of supplier spend data to ensure accurate collection of all administrative feeso Identify emerging and shifting agency needs and provide information to solicitation-focused units for future sourcing activitieso Establish schedules and checkpoints to ensure vendor performance and accountabilityo Educate agencies on beneficial offerings and solicit end user feedback to drive improvement effortsA Contract Management Specialist, Senior may be identified through this recruitment effort. Additional Responsibilities of Contract Management Specialist, Senior include:
  • Supervise Contract Management Assistants
  • Manage complex amendments/price negotiations
  • Ensure integrity of contract documentation, price files, catalogs and punchouts
  • Ensure Collection activities are current
  • Collection and reporting of operational metrics
Required Knowledge, Skills and Abilities:
  • Demonstrated project management abilities
  • Strong oral and written communication and presentation skills
  • Intermediate level proficiency in Microsoft Word, Excel and PowerPoint
  • Detail and multi-task oriented
  • Ability to work cooperatively and persuasively with external and internal leadership
  • Understanding of major industry categories, supply markets and products
  • Experience developing contracts and performing supplier maintenance activities
This position may require occasional travel.Completion of a pre-employment background check is required.DOAS participates in a hybrid work environment andTelework is encouraged with some days in the office required.MINIMUM ENTRY QUALIFICATIONS:Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university AND Three years of experience in a purchasing environment, One year of which in a lead/supervisory roleOR Six years of experience in a purchasing environment, One year of which in a lead/supervisory roleOR One year of experience at the lower level Purchase/Procurement Agent 3 (FEP022) or position equivalent.

  • Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.
  • Two years of procurement management experience for large and diverse private or public organization
  • Relevant advanced degree from accredited institution
  • Prior procurement experience with a State of Georgia agency or entity
  • Experience with Team Georgia Marketplace and/or PeopleSoft Financials
  • Working knowledge of agencies, university system and public procurement
  • Experience with Lean, Six-Sigma and/or Agile implementation and management
  • Relevant procurement or training certification such as a Certified Public Purchasing Officer (CPPO) or a Certified Purchasing Manager (CPM)
