General Definition of WorkPerforms protective service work enforcing laws, patrolling assigned area, investigating criminal activity, serving civil papers, ensuring safety of the public, testifying in court, maintaining records and files, preparing reports, and related work as apparent or assigned. Work is performed under the moderate supervision of the School Resource Officer (SRO) Lieutenant.To perform this job successfully, an individual must be able to complete the essential functions of the position with or without reasonable accommodations.   • An SRO's main function is to protect the lives and property of the citizens of Pender
County and to enforce State and local laws, ordinances and assist school officials with enforcement of applicable Board of Education policies and Administrative Regulations within reason. * Investigate criminal activity committed on school property or involving students assigned to the officer's school. Counsel students in special situations as needed or requested by the appropriate school officials or the parents. Answer questions that students may have about Juvenile law or North Carolina laws.
  • Assist Law Enforcement officers from other agencies with their investigations concerning students attending the school that the officer is assigned. Complete necessary paperwork/Departmental forms or documentation in a timely manner. It will be the responsibility of the SRO to remain on the school campus during duty hours. SRO's will be required to work special events and to provide security for those events as needed by school officials. Although the SRO is assigned to work at particular school(s), an SRO is a Deputy Sheriff and may be called upon to perform other duties such as Responding to an emergency or attend training.
  • The SRO will be responsible for diverting minor law infractions through the school
disciplinary avenues and parent counseling as opposed to sending the offender into the criminal court systems. The SRO is encouraged to develop various classroom
presentations on a variety of subjects including, substance abuse, youth and violence, motor vehicle law, safe driving, juvenile law etc. and be available to the faculty of their school to address students in the classroom environment. The SRO should be an officer who deals well with their youth and is able to establish trusting relationships with students through support, good counseling, and confidence. * Serves warrants, summons, subpoenas, civil process papers and makes arrests, forcibly if necessary, using handcuffs and other restraints.
  • Enforces traffic laws; issues citations for traffic violations; performs radar enforcement, DUI checks, traffic control, motorist assists, etc.
  • Assists other law enforcement officers and agencies on various tasks.
  • Operates computer to run checks, criminal histories, missing person's checks, etc.
  • Assists with criminal investigations by preserving, recording and presenting evidence,
interviewing victims and witnesses and testifying in court. * Prepares and maintains a variety of records and files and prepares various reports.
  • Ensures vehicle and equipment are in proper working order.
  • Other duties as assigned.
Knowledge, Skills, Abilities, Education & ExperienceThe School Resource Officer (SRO) is to be a peace officer by maintaining order on
campus with the legal authority to arrest if required. The SRO is a resource teacher in
areas of Law Enforcement Education that can be applied in the classroom. By listening
and assisting student(s) with various problems the SRO has the additional role as a
counselor. This approach enables the SRO to be a positive Law Enforcement role model
and uses proactive prevention by exposing the human qualities of Law Enforcement to our
youth and giving them a trustworthy friend to depend on.General knowledge of law enforcement methods, practices and procedures; general
knowledge of the geography of Pender County and location of important buildings;
general knowledge of the rules and regulations of the Sheriff's Department; ability to
understand and carry out oral and written instructions and to prepare clear reports; ability
to deal courteously but firmly with the public; ability to analyze situations and to adopt
quick, effective and reasonable courses of action with due regard to surround hazards and
circumstances; possession of physical agility and endurance; skill in the use of firearms,
chemical agents, weapons of defense and the operation of a motor vehicle; ability to
establish and maintain effective working relationships with associates.Applicant must be at least 21 years of age, high school graduate or equivalent, North
Carolina BLET certified, able to understand and follow written and oral instructions.
Possession of North Carolina Basic Law Enforcement Training certification. Must possess
sufficient knowledge of patrol and general law enforcement techniques. Must possess a
sufficient knowledge of the applicable Federal and State laws, the applicable county
ordinances and the applicable School Board Policies. Must complete within one year, the
School Resource Officer Training course offered by the North Carolina Justice Academy.
Must be proficient in conducting criminal investigations after completing training period.
Must possess an even temperament and good communication skills. The officer should be
able to function effectively within the school community and set a good example. Valid
driver's license in the State of North Carolina.Must pass a Polygraph and Drug screening.Valid driver's license in the State of North Carolina.This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy.Physical RequirementsThis work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing and reaching with hands and arms, frequently requires sitting, using hands to finger, handle or feel, lifting and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to the risk of electrical shock, working with explosives, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
