- Create and implement Diversity, Equity, Inclusion and Access (DEIA) learning and development plans, including best practices, for DAS staff and apprenticeship stakeholders.
- Provide support, technical assistance, and resources to guide employers to develop inclusive apprenticeship programs.
- Develop targeted, robust outreach and recruitment strategies to connect diverse participants to high-quality registered apprenticeship programs; create and strengthen community connections to entities representing underserved, culturally and economically diverse, individuals.
- Utilize EOLWD’s Diversity & Affirmative Action Plans, materials, and policies to inform registered apprenticeship programs.
- Organize DAS staff training to enhance understanding of, outreach, and inclusivity in apprenticeship programming.
- Facilitate implementation of Equal Employment Opportunity (EEO) apprenticeship requirements from state and federal regulations. Ensure apprenticeship sponsors and partners understand their responsibilities under 29 CFR Part 29 & 29 CFR Part 30.
- Develop relationships with community-based, local, state, and federal agencies and entities that represent the rights and inclusionary practices of the justice-involved, people of color, women, individuals with disabilities, ESL speakers, migrants, and mature workers.
- Create events and training opportunities with community-based, local, state, and federal entities during commemorative weeks and months that represent diverse groups and cultures. Work with the EOLWD Communications group to market and advertise these events and occasions.
- Develop and facilitate teaching seminars and partnerships designed to market Registered Apprenticeship and its effective use as a workforce development tool with MassHire Career Centers and Workforce Development Boards, state partners, and other stakeholders.
- Identify agency process improvements to be used in the application, development, operation, and oversight of Registered Apprenticeship with regard for underrepresented, underserved communities.
- Collaborate with Dept. of Career Services/MassHire workforce boards & career centers, labor unions, community colleges, training vendors, and stakeholders in underrepresented communities to develop accessibility and utilization strategies to improve pathways to Registered Apprenticeship.
- Perform other duties necessary to support and promote Apprenticeship in Massachusetts.
- Ability to establish rapport and working relationships with individuals from a wide variety of different cultural, ethnic, and economic backgrounds, demonstrating a passion for justice, equity, diversity, and inclusion work.
- Knowledge of and work history with community-based, local, state, and federal agencies and organizations serving under-represented populations.
- Educated in the Americans with Disabilities Act, Equal Employment Opportunity Act, Affirmative Action and other policies, regulations and practices that protect underrepresented or distinct groups.
- Ability to market and promote Apprenticeship to a diverse range of jobseekers and employers.
- Prior experience in public speaking, creating, and delivering culturally sensitive, pertinent presentations.
- Ability to interact in a team environment and to establish and maintain harmonious working relationships with peers, supervisors, other agency representatives, employers, and customers.
- Intermediate knowledge of Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, proprietary databases, and computer applications; ability to record information accurately & concisely in computerized database.
