Job DescriptionEmployee will be responsible for maintenance of the departments RMS domain and connectivity to external servers. Provide technical, process support and development service to users of the Niche Record Management System and other systems. Employee will be the first point of contact for customers experiencing issues and will be the main source of advice on technical aspects and operational use of systems. Employee will also be involved in the development of new processes and assist in the development of scripts and templates to allow decision making, disclosure and risk management.SUPERVISION EXERCISED
Employee has no supervisory responsibilities.Essential DutiesActs as a liaison between the department, host agency Program Manager, and RMS Solution Specialist, to assist in the implementation of program changes, updates, corrections, and other system fixes.Conduct proactive monitoring and highlight corrective actions required to ensure the continued efficient operation of NicheRMS.Ensure secure use of NicheRMS and technology by ensuring access/ access levels are maintained and regularly audited.Recommends and performs application tailoring, including installation options, menu items, distribution scripts and content, version management, query capabilities, message switch formats and log management.Creates and maintains tools and scripts needed to automate administration tasks.Troubleshoot, diagnose, and resolve network and system problems as related to NicheRMSInstall or upgrade and configure complex application systems on servers and client PCs.Provides detailed analysis and feedback to management on RMS issues.Provide a timely and quality helpdesk for the NicheRMS system as first point of contact for users experiencing issues. Investigate and resolve functionality faults and when necessary provide details evidence to the host agency RMS Solution Specialist, to enable resolution of the issues.Work alongside the host agency RMS Solution Specialist and Program Manager to maintain integrity and credibility of the systems data, providing feedback to users where errors are identified and rectified, and challenge poor standards of use. Complete backend data quality and audit activities to improve standards across the system.Perform other duties as assigned.Required Minimum QualificationsEducation and Experience:
  • Bachelor's degree in computer science or related field and;
  • Minimum of five years of experience in database and system administration, computers, and software applications or;
  • Any equivalent combination of related education and experience.
Knowledge, Skills and Abilities:
  • High level of computer literacy with ability to work with databases, experience of using Microsoft Office applications, and commitment to learn and implement new systems as technology changes/ advances.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • Ability to operate a computer for data entry, word processing, and program management.
  • Ability to read technical manuals, computer programs, computer languages, city documents, mail, procedure manuals, and city regulations.
  • Knowledge and skill in analytical thinking required for system database operations.
  • Ability to perform problem solving of design or application problems and complex technical analysis.
  • Ability to work independently with minimum supervision.
  • Proven problem-solving abilities.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with outside agencies, subordinates, peers, and supervisors.
  • Ability to train others on the use and functionality of NicheRMS.
  • Maintains regular and punctual attendance.
Special REQUIREMENTS
  • Must possess a valid Texas driver's license or obtain one by date of hire.
  • Must pass a thorough background investigation and complete a polygraph examination.
