- Maintain test focus on all-domain Maritime FIRES and C2 problem set, leveraging RESOLUTE HUNTER (NAWDC exercise), to develop a CONOPS and TTP that codify and accelerate: all domain, human and machine-teamed, end-to-end kill web and chain; timely battlespace knowledge; more precise situational intelligence; and shortened information cycle.
- Advise and assist the DECIFER Test Director and lead the contract team in the planning, development, and execution of all contract deliverables CDRLs IAW the JT&E Handbook and the DECIFER QRT performance work statement.
- Oversee the project Work Breakdown Structure (WBS), Integrated Master Schedule (IMS), development of the project plan, test planning to include test venue coordination, Risk Reduction Events, Detailed Test Plan, Field Test Events, test analysis and reports.
- Responsible to the Test Director for the team's CONOPS and TTP development efforts to include research, hosting writing groups and Joint Warfighters Advisory Groups (JWAGs).
- Other responsibilities include leading the team's test product (CONOPS & TTP) transitions, and final out briefings of the test project's findings, conclusions, and recommendations to senior leadership.
- Responsible for the management of a diverse team consisting of test planners, TTP developers, subject matter analysts and the team's Operations Research Systems Analyst.
- Additionally responsible for the tracking of the project team's labor and travel budget IAW FARs and contract budgetary limits.
- 5-8 years' experience managing and leading small technical test and evaluation teams.
- Experience developing concepts of operations (CONOPs) and/or tactics, techniques, and procedures (TTP).
- Experience performing analysis of alternatives to determine baseline requirements; conduct gap analysis to achieve government's end-state vision.
- Ability to work as a constructive member of a team comprised of military, civilian, and contractor personnel.
- Willingness to travel outside the continental U.S.
- Proficiency with MS Office suite of applications.
- Sound verbal and written communication skills.
- Experience with technical and professional writing.
- Possess strong organizational skills and can manage multi-tasking.
- 10 years DoD experience as a military and/or contractor personnel.
- Experience with Joint Test & Evaluation processes.
- Experience with the RESOLUTE HUNTER Exercise.
- Previous experience in one or more of the following: CCMD Multi Domain Operations Combat and Intelligence experience, experience in operational and tactical mission planning and knowledge of decision-making processes, IT, data architecture and net centricity experience, Fires (long range maritime), and weapons and tactics.
