This position is a part of a succession plan for the Streets Superintendent. Serves as Acting Streets Superintendent when required.Provides input to Community Works Director and City Engineer on street/drainage de sign and redesign issues.Coordinates any work done by the Streets Division for other City departments.Assists the Streets Superintendent in planning, directing and administering programs, activities and operations of the Streets Division. Performs administrative and supervisory work necessary to coordinate and supervise the maintenance of street and storm sewer systems within the city, including all paved and unpaved streets and alleys, roadsides, City-owned parking lots and rights-of-way. This includes the following programs: street sweeping, herbicide spraying, irrigation crossings, storm drainage system maintenance, snow removal, various street maintenance and new construction activities, building demolition, material handling, roadside maintenance and weed cutting. Also supervises any new street or concrete construction performed by the Streets Division.Performs a variety of administrative and supervisory duties with crews engaged in the construction, repair and maintenance of: streets, alleys, parking lots, and right-of-ways. This includes crack sealing, paving, blading, guardrails, storm drainage systems, snow removal, flood control, other assigned projects.Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.Operates a motor vehicle to assist in carrying out the business of the department and the City.Designates job assignments to crew members.Coordinates division crews to insure that assigned projects are completed.May conduct snow removal course if needed.Assists in assigning routes for salt trucks and drivers for the resurfacing program.Ensures inventory of necessary materials and equipment and maintenance to keep in proper working order.Calculates and purchases materials when needed.Ensures work is completed according to all City standards, blueprints and division guidelines.Reviews time sheets including stand-by and call-out hours. Schedules overtime hours.Provides leadership and direction in the development of short- and long-range plans; coordinates department activities with other departments and agencies as needed.Provides advice to supervisors; communicates official plans, policies and procedures to staff and the administrative public in assigned area of responsibility.Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of personnel, materials, facilities, and time.Determines work procedures, prepares work schedules, and expedites work flow; studies and standardizes procedures to improve efficiency and effectiveness of operations.Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.Maintains harmony among workers and may deal with grievances between employees.Performs or assists subordinates in performing duties; adjusts errors and complaints.Lays out daily work schedules and assigns tasks to appropriate individuals and coordinates the completion of the same.Provides necessary supervision, direction, and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards.Determines, calculates and secures the appropriate materials and supplies for a specific project.Improves work methods to accomplish assigned work.Assists in projecting needs for equipment, materials and supplies. Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services.Assures that tools and equipment are properly maintained and kept in proper working condition.Assists in interviewing and hiring process; assigns, supervises and evaluates streets workers, temporary employees, or community service workers.Prepares and maintains daily, monthly, and annual reports and records, as assigned.Responds to public inquiries; provides information within scope of knowledge and position.Attendance at work is an essential function of this position.NON-ESSENTIAL DUTIESMay serve on various employee committees, as required and assigned.The duties listed above are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.QUALIFICATIONSThis position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow up testing.Extensive background checks required.This position requires a baseline audiometric examination.Graduation from high school or GED equivalent, and three (3) years experience as a streets crew member, and at least one year of previous supervisory experience, or any equivalent combination of relevant education and experience.Valid Commercial Drivers License with tanker endorsement required with acceptable driving record for the past three years.Must have a telephone at residence and be willing to be on 24 hour call; must be able to be at the Municipal Operations Center within thirty minutes after receiving a call.Must have a New Mexico Herbicide License.Considerable knowledge of equipment, materials, and supplies used in streets operations.Working knowledge of snow removal equipment and procedures.Working knowledge of equipment and supplies used to do minor repairs.Working knowledge of first aid, traffic control and applicable safety precautions.Ability to draft construction projects.Ability to read and interpret blueprints and survey marks.Ability to learn division policies, procedures, and phases of operations, concrete work, and paving.Ability to use good judgment in emergency situations.Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.Ability to follow verbal and or written instructions.Ability to work under stress and handle stressful situations.Ability to meet deadlines.Ability to operate tools and equipment listed.TOOLS AND EQUIPMENT USEDFront-end loader/tractor, dump truck, snow removal equipment, herbicide sprayers and equipment, miscellaneous hand and power tools, rollers, lay down machine, long handled tools, jackhammer, motor vehicle, telephone, mobile radio, fax machine, copier, personal computer and calculator.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
