- Past experience with flood control facility design and management experience highly preferred. The Nevada program includes projects with construction values of $10 - $50M with 5 – 10 projects in design/construction at any given time. Facility types include RCP and RCB storm drains, up to 72” diameter RCP and 10’ x 15’ RCB, large concrete open channels, grade control structures/weirs/spillways and detention basins 100 acre-feet and larger.
- Familiarity with hydrologic and hydraulic analyses, master planning, FEMA floodplain mapping and the associated drainage studies and design reports is desirable.
- Coordinates communications between internal and external associates, stakeholders and clients, and local, state and federal agencies such as Southern Nevada Water Authority, Las Vegas Valley Water District, Clark County Public Works, City of Las Vegas, City of Henderson, City of North Las Vegas, Clark County Regional Flood Control District, Clark County Water Reclamation District, etc. Maintains frequent contact with clients and regulatory agency personnel to determine their respective needs and requirements.
- Provide the team with critical decision-making information and business intelligence on the local and regional water market in order to execute the business growth strategy, teaming discussions, go-no evaluation and major proposal preparation. Helps lead the development of the project fee proposal and estimates/reviews the level of effort for scope execution and development of project fee proposal.
- Directs project team compliance with contract terms, monitors subcontractors' progress, performance and compliance with contractual commitments; participates in contract dispute resolution and litigation concerning project performance, administration and other liability issues; reviews and approves subconsultant and vendor invoices and resolves payment disputes.
- Ability to provide technical review and guidance on design planning, plans production, specifications, constructability, construction costing and other project execution elements highly preferred along with the ability to be the project manager on one or more flood control facility design projects if workload allows and the need arises.
- Monitors schedules, billings and reports; ensures appropriate charging of manhours, costs and expenses to projects; assists in obtaining payment from clients; resolves client disputes and adjusts billing records as required; communicates project progress/status to senior management and alerts them of project production, quality control or financial performance problems.
- Experience with research, analysis and development of existing underground utility databases in a 3-D CAD environment within the public ROW for the purpose of new underground pipeline design/installation desirable.
- Performs such other duties as the supervisor may from time to time deem necessary.
- Bachelor's degree in Civil Engineering. Graduate degree preferred. Management coursework and/or MBA a plus. This level may be achieved with ten years of experience in project production and technical professional activities, four of these working as a project manager.
- Professional Engineer license in Nevada is required, or ability to obtain in Nevada within 6 months. Certification as a “Project Management Professional” (PMP) required within one year of assuming this position.
- Ideal candidate will have minimum 7 years of technical experience in flood control facility planning and design with at least 5 years of design experience as lead engineer and/or project manager.
- Understanding and general competency of CADD (Autodesk and MicroStation).
- Proven interpersonal skills, public speaking and persuasive ability; strong project financial management and team management skills; knowledge of production support systems and personal computer proficiency.
