Nature of WorkUnder general supervision, at the full-performance level, these positions perform professional work in a specialty area in the acquisition, preservation, oversight and enhancement of the state's environmental/natural resources. Work involves the application of scientific principles, laws and regulations and program planning techniques in a specialty area. Specialty areas include grants and contract administration, environmental/natural resources, program development and evaluation, education, permitting, reclamation, restoration, geology, chemistry, environmental monitoring and compliance, or environmental health. Typically, these positions are involved in a statewide specialty program. Perform related work as required.Distinguishing CharacteristicsThese positions are distinguished by the full-performance level work in the assigned specialty area. They are further distinguished by the lack of responsibility to perform as lead worker or at the advanced level.Examples of WorkCollect and review technical/scientific data related to environmental/natural resources quality; assist in preparing detailed statistical/narrative reports.Conduct field inspections to identify pollution sources, monitor contract activities and to assess environmental/natural resources quality impact.Collect, analyze and evaluate data in the specialty area.Present findings of studies and explain proposed plans to state and local officials and the public.Collate data, compose and compile statistical and narrative reports relating to operational and comprehensive plans.Consult on the technical development of grants, grant proposals and programs relating to the specialty area.Implement and monitor programs supported by planning agency grants.Conduct testing of plans developed by lower level planners.Compose correspondence and memoranda.Visit project sites to monitor projects, collect samples or take photographs.Develop and present a variety of solutions to problems uncovered by data collection.Verify ownership and property rights from court records; conduct negotiations with landowners.Knowledge, Skills and AbilitiesKnowledge of environmental/natural resources laws and regulations.Knowledge of the principles, practices and objectives of various phases of planning.Knowledge of the socio-economic factors involved in state, regional and community planning.Skill in drawing final value conclusions and in justifying and documenting conclusions for negotiation purposes.Ability to prepare, review and evaluate comprehensive detailed reports of field work.Ability to collect, analyze and evaluate data and technical information in the specialty area.Ability to present factual material effectively in written, oral and graphic form.Ability to communicate effectively, both orally and in writing.Minimum QualificationsTraining: Bachelor's degree from an accredited college or university.ORSubstitution: Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.ANDExperience: Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.ORSubstitution: Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.Promotional Only: One (1) year of experience as an Environmental Resources Specialist 1 may substitute for the required training and experience.State employment offers a variety of benefits.
