DescriptionGeneral Statement of JobExamines plans for new construction, alterations and repair of structures for compliance with applicable codes and standards.City Expectations:Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.Duties & ResponsibilitiesSpecific Duties and ResponsibilitiesEssential Functions: * Reviews building plans and specifications to ensure compliance with all applicable regulations, codes and ordinances.
  • Determine requirements, identifies technical issues and makes recommendations to preserve conformance criteria, structural soundness, safety and efficiency.
  • Inspects buildings during construction to ensure compliance with applicable federal, state and city codes; and dispenses final approvals of appropriate permits upon completion of construction.
  • Accurately and legibly completes and maintains records, reports, forms, case files and other required documentation.
  • Responsible for staying current with all applicable codes, standards and licenses.
  • Safely and efficiently drives and operates city vehicles as required. Transports supplies, tools or other material to and from job site.
Responsibilities:Responsible for ensuring construction projects are in compliance with all codes and ordinances to safeguard the life, health and welfare of the community. Responsible in work to the Building Official.Minimum QualificationsMinimum Education and TrainingLevel I (Grade 132)Five (5) years of experience that will qualify for a Provisional Plans Examiner License (BCAIB 3) within 120 days of employment or;to qualify as an Intern, must possess a current International Code Council (ICC) certification in either Building, Electrical, Plumbing or Mechanical and secure acceptance into the State Internship program and Provisional Plans Examiner License (BCAIB 3) within 120 days of employment. Must also maintain satisfactory progress in the Internship program as a condition of employment.Level II (Grade 134)Must possess and maintain one (1) Florida Plans Examiners License (Building, Electric, Plumbing or Mechanical).Level III (Grade 136)Must possess and maintain two (2) Florida Plans Examiner or one (1) Plans Examiner and one (1) Inspector License(s) (Building, Electric, Plumbing or Mechanical).Level IV (Grade 138)Must possess and maintain three (3) Florida Plans Examiner or a combination of two (2) Florida Plans Examiner and one (1) Florida Inspectors License(s) (Building, Electric, Plumbing or Mechanical)Level V (Grade 140)Must possess and maintain four (4) Florida Plans Examiner or a combination of three (3) Florida Plans Examiner and one (1) Florida Inspectors License(s) (Building, Electric, Plumbing and Mechanical)Minimum Qualifications and Standards RequiredSkill Requirements:Knowledge of building construction methods, materials, tools, and equipment. Must be able to work independently of direct supervision and capable of sustaining regular and predictable attendance. Capable of examining plans and conducting building inspections for conformance with codes and regulations. Awareness of occupational hazards and safety precautions connected with this type of work. Ability to render consistent and accurate interpretations of codes and regulations, and effectively explain compliance requirements. Must be able to complete all forms and reports legibly and accurately. Capable of prioritizing and completing multiple tasks in a fast-pace environment, handle the pressure of deadlines and deal with difficult people with courtesy and self-control. Ability to establish and maintain effective working relationships with supervisors, co-workers, contractors, and the general public. Possess a valid Florida Driver's license, free of any serious violations. Certification as a Certified Floodplain Manager desirable.Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the department.Physical Requirements:Ability to sit, stand, climb, bend, kneel, stoop, reach, push, pull and lift. Ability to walk on rough ground (sand, woods, overgrown areas) and work both indoors and outdoors. Must have good vision with or without aides. Reasonable accommodation will be considered for individuals with physical disabilities.Supplemental InformationWorking Conditions:Work is performed primarily in an office environment.
