- Consults with management and reviews project proposals to determine goals, time frame, funding limitations, project procedures, staffing requirements, and allotment of resources.
- Develops project plans specifying goals, strategy, and staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
- Formulates and defines technical scope and objectives of projects; identifies and schedules project deliverables, milestones, and required tasks; coordinates recruitment or assignment of project personnel; assigns duties, responsibilities, and scope of authority to project personnel.
- Ensures delivery of information technology projects activity against schedule, cost, resource, scope and quality baseline.
- Directs and coordinates activities of project personnel to ensure project progresses on schedule; monitors project results against technical specifications and within project budget.
- Establishes standards and procedures for project reporting and documentation; reviews status reports prepared by project personnel and modifies schedules and plans as required; coordinates and responds to requests for changes from original specifications; and confers with project personnel to provide technical advice and resolves problems.
- Prepares project status reports and keeps management, clients, and others informed of project status and related issues.
- Develops and directs quality assurance testing plans.
- Prepares and manages change orders.
- Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
- Performs other job related duties as assigned and contributes to a team effort.
- Knowledge of the Tohono O'odham culture, customs, and traditions.
- Knowledge of applicable federal, state, tribal laws, regulations and requirements.
- Knowledge of accounting and budgeting practices.
- Knowledge of customer behavior and how to effectively deal with difficult situations.
- Knowledge of the application of project management practices.
- Skill in operating various word-processing, spreadsheets, database and more complex software programs.
- Skill in applying computer diagnostic techniques and practices and preparing written reports based on results.

- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

- Bachelor's Degree in Business Administration, Cost Accounting, Computer Science or closely related field, and one year work experience in project management to include experience with project tracking and hands-on experience in successfully managing and executing cross-functional strategic projects, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.
- Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
- May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
- If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
- Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
