Job DescriptionSummary: Leadership role that provides technical expertise to stakeholders and the public. Assists in leading the Engineering Department by performing supervisory, engineering, and administrative work assisting in both office and field operations of the City's environmental, water, sewer, street, and Public Works projects; serves as project manager. Serves as acting City Engineer in the absence of City Engineer.Supervision Received: City EngineerSupervision Exercised: Exercises supervision over Engineering Department personnel directly or through subordinate supervisorsFLSA Status: ExemptEssential Job Functions:
  • Designs and/or oversees designs of Public Works improvements; prepares and updates construction specifications.
  • Serves as Project Manger on Engineering and Public Works projects.
  • Inspects construction projects, reviews plans, and specifications submitted to the City, and oversees samples and tests.
  • Permit and inspect contractors' work within the public right of way in coordination with Operations Engineer.
  • Assist contractors with new developments, businesses, homes, and connection to City services.
  • Prepares construction cost estimates, calls for contractor bids and then advises on the awarding of contracts; administers contracts.
  • Assists in the training of technical personnel.
  • Prepares budgetary estimates and regular and special reports.
  • Organize/prioritize engineering department workload.
  • Reviews easements, plats, and right-of-way vacations.
  • Review building department permits for compliance with right of way conflict/resolution.
  • Resolve complaints issued by citizens (in compliance with City ordinances).
  • Evaluate Engineering Department employees at least annually.
  • Hire additional staff for seasonal work.
  • Represent the City at various meetings, construction functions, etc.
  • Investigate new materials for potential use.
  • Assist in applying for grants and federal funds.
  • Perform all work duties and activities in accordance with City policies and procedures.
  • Performs other reasonably related duties as assigned by City Engineer and other members of the City Leadership Team as required.
  • The nature of this position requires the ability to respond to emergencies in a timely fashion.
Peripheral Job Duties: * Supervises and administers public works improvements; prepares and updates City maps.
  • Permits construction projects, reviews plans, and specifications submitted to the City.
  • Review building department permits for compliance with codes, regulations, standards, etc.
  • Provide project management for the construction of Municipal Public Works projects.
  • Administer excavation and sidewalk permits.
  • Fills in for City Engineer when needed.
  • Provide supplementary engineering design for the City Engineer.
  • Supervise, direct, and coordinate Public Works projects with the contractor, utility companies, developers, and other City departments.
  • Provide preliminary and construction surveys and review of survey plats, consulting firms plans and specifications for City developments.
  • Run staff meetings.
  • Attend weekly meetings of supervisors and other meetings as required.
  • Performs other reasonably related duties as assigned by immediate supervisor and other management as required.

Supplementary benefits include the NDPERS pension and insurance programs. Flexible schedules can be made available, pending workload and activities being performed. This position supervises 2 to 6 employees and actively participates in continuing education and mentorship of junior engineers. This is a key position in the department's succession plan, as such, it is strongly encouraged to seek out and complete ongoing training, participate in various community groups and attend applicable conferences to represent the City of Williston's Engineering Department.Minimum Qualifications: Thorough knowledge of the principles and practices of civil engineering as applied to the development and construction of municipal public works projects. Considerable knowledge of the laws and ordinances relating to public engineering practices. Working knowledge of public works administration. Ability to plan, organize, supervise, and evaluate the work of others. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees and the public. Knowledgeable in the use of computer aided engineering and office software and applications such as: Microsoft Office, Autodesk Civil 3D, ESRI GIS and hydraulic modeling software.Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering or state recognized approved equivalency.Experience: Five years of progressively responsible experience in civil engineering including two years in a supervisory or administrative capacity.Necessary Special Requirement: Registration as an E.I. in the State of North Dakota with the eligibility for registration as a professional engineer in the state of North Dakota; valid North Dakota driver license or the ability to obtain one within thirty days.Desirable Requirement: Registration or eligibility for registration as a land surveyor in the state of North Dakota.Equipment Used in Job Performance: Engineering equipment, computer, calculator, construction inspection equipment, drafting equipment, surveying equipment, motor vehicle, mobile radio, telephone.Physical Demands: Work is performed in both office and field settings. Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. While performing the duties of this job, the employee is required to stand, walk, use hands to handle, feel or operate objects, and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell. The employee must often lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Hand-eye coordination is necessary to operate drafting instruments, computers, survey equipment and various pieces of office equipment.Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
