Provide the Public Works department with professional engineering expertise for special projects, including but not limited to buildings, utility infrastructures, and other capital improvement projects. Specific assignments could also include working with other local, state, and Federal agencies.Position is open until filled.
  • Participate in long range capital facilities planning and preparation of annual budgets and capital facilities program. Prepare special studies and reports for capital facilities projects. Prepare and direct the execution of agreements, contracts, and grants for a variety of capital facilities projects.
  • Prepare analyses, preliminary designs, and cost estimates for various projects.
  • Organize and work with other municipalities and citizen groups in carrying out planning activities and special studies. Oversee implementation of planning programs and studies. Provide liaison between County and contractors/consultants to ensure effective, timely, and economical completion of work.
  • Assess need for outside consulting services for public works facilities such as road shops, buildings, and utility infrastructure.
  • Interview prospective consultants, evaluate and recommend action.
  • Make presentation at public meetings to explain the County position on various projects and activities.
  • Coordinate with County staff and outside consultants to evaluate project environmental impacts. Perform construction inspection and construction engineering on various projects.
  • Perform other tasks as directed.
  • Communicate effectively with staff, other departments, agencies, and the general public in a calm and professional manner.
  • Ability to communicate technical information to a wide variety of technical and general public audiences.
  • Ability to work independently to meet deadlines, and make evaluations in emergency situations.
  • Knowledge of state bid and contracting laws, and capital budgeting principles.
  • Knowledge of and ability to use MS Word/Excel/Project and Adobe Pro in solving problems and conveying information. Experience with AutoCAD and Civil 3D is desirable.
  • Ability to climb into/on structures, trenches, towers, and to traverse uneven ground.
  • Ability to maintain confidentiality of sensitive and controversial projects until the appropriate time to avoid misunderstanding and unnecessary conflict.
  • Ability to quickly grasp changes in technology and apply appropriately to projects, and to adapt to changing project requirements and priorities.
  • Bachelor of Science degree in Civil Engineering.
  • Registered Professional Engineer in the State of Washington or PE eligible in 12 months.
  • Minimum five (5) years of progressively responsible experience in problem solving related to public works projects.
  • Solid background in Civil Engineering with courses in hydraulics, soil mechanics, structural engineering, and project management.
  • Extensive experience in interacting with consultants, contractors, and the public.
  • Skillful in oral and written communication.
  • Experience in preparation of feasibility studies, reports, engineering decisions, cost estimates, and cost-benefit evaluations.
  • Valid Washington State driver's license.
