ApplyProject Planning Officer- Contract Compliances and Facility MaintenanceEssential functions include daily system reviews of our third-party contractor managing JTRAN (operation, maintenance & safety), monitoring and evaluating the on-time performance, contract compliance and contractor's compliances with the City and Federal Transit Administration polices, and develop metrics to determine third-party contractor compliances with terms and conditions of their contract with the City of Jackson. Facility maintenances for the transit properties.
  • Monitor contractor's daily evaluation of services renderings for compliance with the contract and RFP Technical Provisions; manage key performance indicators (KPIs) against established industry targets;
  • Monitor the system schedule reports for on-time performance, contract compliance and industry standards;
  • Perform schedule reviews to establish root cause of missed trips, missed on-time performance and other contractor metrics;
  • Review and ensure that monthly invoicing is complete and accurate within the timeline;
  • Develop tracking mechanisms to monitor contract delivery, compliance, performance;
  • Develop QA tools and initiatives for root cause analysis, corrective action plans, and other tools to ensure contract compliance;
  • Oversee the maintenance of all system compensation metrics and logs;
  • Process / distribute / review project documents, performance reports and correspondence to the project team for review and remedial action;
  • Identify and track all potential liquidated damages, incentives and identify root causes;
  • Develop mitigation reports for all liquidated damages assessed, considered or threatened;
  • Work with the Operations Team to identify root causes that are repetitive for mitigation;
  • Prepare contractor's monthly liquidated damage assessments, pay adjustments or deductions against contract payment provisions for root cause;
  • Participate in invoice review;
  • Serialize, format, edit, and review official project correspondence for management approval, signature, and transmittal;
  • Assist with document control oversight and perform document control when needed;
  • Maintain an organized system of paper and electronic documents
  • Setup and maintain contract compliance files
  • Participate in weekly performance and coordination meetings;
  • Coordinates work performed by outside vendors with Contractor staff to oversees the efficient repair schedules; reviews repair cost estimates and maintenances repair for vehicles etc.…
  • Helps to ensure that the facility maintenance equipment's is maintained and operating efficiently
  • Ensures that the Facility is clean, all equipment properly working
  • Review and/or develop and implement safety policies and procedures for the facility; maintains a safe working environment
Skills and Qualifications:
  • Proficient in using Microsoft Office products including Outlook, Word, Excel and PowerPoint, along with the initiative to quickly adapt to new technology and effectively acquire new skills.
  • Strong organizational skills and attention to detail with the ability to balance conflicting priorities.
  • Analytical skills and ability to effectively interpret and anticipate needs proactively by taking action and seeking clarification when needed.
  • Maintain a friendly, positive demeanor despite rapidly changing demands and shifting priorities. Ability to display a high degree of discretion and maintain confidentiality.
  • Strong communication skills including active listening and ability to produce well thought-out, business appropriate correspondence. Outstanding abilities to communicate in person, in writing and over the phone.
  • Act as a team-player providing back-up support for co-workers and actively supporting group goals.
  • Exhibit sound judgment and the ability work effectively without constant or direct supervision or guidance.
Education and Training Requirements:
  • The Equivalent to a Bachelor's degree from an accredited college or university with major course work in finance, business administration, or a related field with five or more years increasingly responsible administrative support experience.
