This position is responsible for ensuring residential and commercial project safety and code compliance through regular field inspections including foundations, Plumbing, HVAC, Electrical, Erosion and Sedimentation Control and Final Inspections for occupancy. Review construction plans for compliance with federal, state, and local codes, regulations and ordinances. Administer the City's permitting process by reviewing applications and answering customer inquiries. Perform residential and commercial building inspections.Major DutiesConducts field inspections of residential sand commercial construction sites and structures to ensure compliance with city, county, state and federal codes, ordinances, and regulations; maintains inspection log.
? Reviews construction plans and documents for compliance with all relevant codes, regulations, and ordinances.
? Providing high quality customer service to internal and external customers.
? Ability to get along with others in a professional business environment and work as a team and independently.
? Ability to use pertinent digital equipment, small phones, computers and associated software, copier, electronic notebooks/I-pad and permitting ERP software.
? Makes phones calls, draft letters and emails to construction professionals relaying comments and concerns on reviewed construction plans.
? Interprets codes and ordinances for contractors and property owners' answers question related to building construction, codes and regulations.
? Review construction permit applications to ensure completeness and compliance.
? Consult with engineers, architects, developers, and contractors to review plans for potential.
compliance issues and design flaws.
? Review zoning applications for residential, industrial, and commercial properties.
? Perform a variety of building inspection tasks, including, but not limited to: Setbacks, Silt
Fence, Sewer Tap/Backflow, Driveway, Sidewalk, Yards, Electrical, Mechanical and Plumbing.
? Conducts trade inspections for

? Reviews, inspects and recommends corrective actions for drainage and erosion and sedimentation control on individual subdivision and /or commercially developed lots;
? Inspects unsafe buildings to include those that are burned or abandoned and recommends abatement procedures if appropriate.
? Attends Municipal/Superior Court proceedings when necessary.
? Inspects buildings for type of occupancy in relation to building type.
? Issues warnings; stop work orders and citations for non-compliance.
? Inputs inspections reports in computer for access and storage.
? Attends and participates in meetings regarding assigned site locations and projects.
? Attends applicable workshops, forms and training sessions.
? Performs other duties as required by the Chief Building Official.
? Ability to coordinate, communicate verbal and in writing and work well with other team members (including but not limited to Permitting, Business Licensing, Planning and Zoning Divisions) the public, Builders, Contractor, Property Owners, other departments (including but not limited to Public Work, Water and Sewer, Economic Development, etc).
? Conducts pre-construction meetings and attends Technical Review Committee meetings and Concept Plan review meetings.
? Maintain appropriate records for plan reviews and permit applications; prepare reports for
relevant review boards and commissions as necessary.
? Serve as a customer service representative for the division by answering inquiries.

? Perform administrative work for the division as required.
? Assisting other City departments with engineering/construction related concerns.
? Act as liaison to the City's Planning & Zoning Commission.
? Attend Planning & Zoning Commission meetings as needed.
? Perform other related duties as assigned.Minimum QualificationsAn equivalent combination of education, training and experience will be considered.
  • High School Diploma required.
  • Bachelor's degree in Architecture, Civil Engineer, Construction Management or related field preferred.
  • Two (2) to three (3) years of professional experience in construction industry ICC Certification and or State License for trade required.
  • Minimum three years of experience in construction plan reviewing/building inspection or in a relevant construction field.
  • Minimum 2 ICC Certifications or ability to obtain within 1 year.
OR
  • An equivalent combination of education and experience necessary to perform the essential job functions is acceptable.

? Ability to operate City vehicles.Supervisory Controls: The Chief Building Official and Director of Planning and Community Development Department assign work in terms of department goals and objectives.Guidelines: Guidelines include City and Department policies and procedures, City Zoning Ordinances, the State Adopted Code books and Secretary of State Policies and regulations. Guidelines require sound judgment and interpretation.Complexity: The work consists of a variety of technical and administrative duties.Scope and Effect: The purpose of this position is to coordinate and implement activities related to the issuance of lawful construction permits and business licenses.Personal Contacts: Contacts are typically with co-workers, contractors, builders, developers, property owners and the public.Purpose of Contacts: Contacts are typically to give and exchange information, resolve problems and provide services.Physical Demands: that are commonly associated with the performance of the functions of this job.   • Must have finger dexterity and hand-eye coordination to work on computer, telephone, and related office equipment.
  • Must be able to lift up to 25 pounds.
  • Regular attendance is a necessary and essential function.
Work Environment: - Environmental or atmospheric conditions commonly associated with the performance of the functions of this job
  • A combination general office and construction site conditions.
  • May be required to work outside or drive in inclement weather.
  • Exposed to moderate to very loud noise levels at construction sites. The work is typically performed both in office and in the field.
Supervisory and Management Responsibility: None. However, the employee is expected to give guidance and assistance to division support staff and site inspectors.
