The Commission serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.The mission of OPDC is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender.The office includes the Executive Division, the Appellate Division, the Trial Division, the Trial Development & Resources Division, and the Administrative Services Division. The agency negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.Primary Purpose of this Position:*This is a Limited Duration (LD) position with an end date of June 30, 2025.*This position will facilitate documenting complex business processes for the entire agency to aid in the agency’s Financial and Case Management System Project and work with Senior policy staff and management on policy development and implementation for the agency. Participate in new projects identified by the legislature, commission, and management to prepare program plans and implement associated policies.The Senior Project Manager will oversee complex projects from conception to completion ensuring they are delivered on time, within budget, and to the specified quality standards. This role involves coordinating with various stakeholders, including team members, agency executives, and external vendors, to ensure that all aspects of the project align with the strategic goals of the agency. A Senior Project Manager not only manages resources and schedules but also anticipates risks and implements contingency plans to mitigate them. They are pivotal in fostering communication across departments, resolving conflicts, and facilitating collaboration. Moreover, this senior role is tasked with mentoring less experienced project managers, improving organizational processes through insights gained from completed projects, and continuously adapting project practices to evolving business needs and technological advancements. The ultimate goal is to drive projects that contribute to the long-term success of the agency mission.Duties:Strategic PlanningDefine the scope, objectives, and deliverables of the project in alignment with business goals.Establish clear project boundaries and success criteria to guide subsequent planning and decision-making.Design project management plans that outline the execution, monitoring, and control strategies.Determine which project methodologies (e.g., Agile, Waterfall) to employ based on project requirements and team dynamics.Forecast resource needs and allocate budgets and human resources effectively to maximize efficiency and meet project goals.Identify potential risks that could impact project success and develop strategies to mitigate these risks proactively.Define key performance indicators (KPI) and success metrics to measure project performance and ensure alignment with strategic objectives.Evaluate the long-term implications of project outcomes on the organization to ensure sustainability and alignment with strategic goals.Develop and implement communication plans that effectively convey project strategies, benefits, and changes to all stakeholders.OperationsDevelop detailed technical plans that outline the technology requirements, systems architecture, and technical resources needed for the project.Facilitate the implementation of technical systems and infrastructure, ensuring that theyDevelop and maintain maintenance schedules to ensure ongoing operational health ofAddress technical issues that emerge during the project lifecycle, providing strategic solutions and mitigating impacts to project timelines and outcomes.Analyze completed projects to identify lessons learned and insights that can inform future strategic planning efforts.Customer SupportResolution of issues from stakeholders regarding project budget, timeline, and requirements.Other duties as assigned.Minimum Qualifications:A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
