JOB SUMMARY:The Pavement Management Coordinator is responsible to manage the City's Street, Infrastructure, and Bridge Maintenance Program including bike paths, parking lots, and walking paths and all asphalt assets. Responsibilities include, but are not limited to: providing technical, skilled professional engineering work, developing programs and projects; providing a full working level of construction management; developing construction project proposals or contracts; contract negotiations; evaluation of outside consultant work; preparing and reviewing plans, specifications, and contract documentation; preparing cost estimates, change orders, budget administration; providing construction administration and inspection of Public Works projects; working with Purchasing for the bidding and RFP process; and project management.EXPERIENCE, KNOWLEDGE, SKILLS:
  • Degree in Engineering, Project Management or a related field or a combination of equivalent training, education, and experience.
  • 7-10 years' related professional engineering experience.
  • Registered Professional Engineer preferred.
  • Ability to administer contracts for various disciplines including project design, preparation of bidding, administration, interpretation and enforcement of contract requirements.
  • With the "what" defined by policies, principles, and departmental objectives, have the ability to apply good judgment, sound reasoning, and experience to determine how to achieve the desired results while adhering to professional standards and program objectives.
  • Expert technical and computer skills and an aptitude for learning programs and using: Pavement Management Program software, ArcView/Map, Microsoft Office Suite (e.g. Outlook, Word, Excel, PowerPoint), Adobe, Photo editing software, engineering testing equipment, etc.
  • Knowledge of advanced math and statistical analysis, cost benefit analysis, accounting principles, and budgetary process.
  • Knowledge of engineering principals and procedures, heavy construction techniques, and management skills.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in word, mathematical or diagram form.
  • Ability to clearly understand the goals and policies of the City of Greeley.
  • Ability to plan, organize, and assign long-term work and work requirements.
  • Ability to successfully negotiate issues and fees in accordance with City policies and procedures.
  • Ability to manage competing priorities with inflexible deadlines in a stressful environment while maintaining a calm, professional demeanor.
  • Valid Driver license required.
ESSENTIAL FUNCTIONS:
  • Execute the City's annual Street Maintenance Program. Keep a current inventory of the City streets and their conditions; identify streets to be maintained, determine what maintenance is needed, and make recommendations to Public Works Director; develop project plans, specifications, and cost estimates; partner with Purchasing as project main contact for Contract and RFP process; inspect outside consultant work for quality and adherence to project specifications; coordinate with home owners regarding road access; draft change orders; track project expenditures; complete City, State, and Federal documentation;
  • Serve as lead contact for inter-departmental asphalt infrastructure maintenance, rehabilitation, and CIP projects; develop engineering specifications
  • Complete reporting of Highway Users Trust Fund, GSB34, and Yearly Street Value Inventory.
  • Respond to internal and external customer service requests and concerns. Address citizen concerns regarding the state of roads; explain criteria and the City's overall approach to maintaining roads; provide descriptive statistics, reports, and maps regarding the number and quality of roads upon request of citizens, staff, and management.
  • Administer the Bridge Maintenance program. Hire consultants to evaluate and inspect small bridges; develop maintenance program for both small and large bridges; develop replacement, repair, and maintenance programs for small and large bridges; manage bridge system based on State and Federal requirements.
  • Supervise employees, contractors, and special projects.
WORK ENVIRONMENT
  • Work is performed in both field and office environments and may involve exposure to dirt, dust, fumes, chemicals, extreme weather conditions, and noise levels; work may be performed in alternate locations, sometimes in formal settings;
  • May traverse uneven ground, work at various heights above ground on ladders, scaffolding, and structures and in confined spaces, including manholes, vaults, and excavations;
  • Frequent interaction with office and field staff, sometimes facing adverse or confrontational situations with internal/external customers;
  • Subject to driving City vehicle in all weather conditions;
  • May be asked to drive personal vehicle for business purposes;
  • Subject to working alone, with groups; frequently participates in meetings;
  • May be required to work extended hours in the evening, holidays, or weekends and beyond a 40-hour work week during construction season;
  • Frequent interruptions and required to manage competing priorities with inflexible deadlines;
  • Environment has marginal to moderate hazards that are typically predictable or well protected against; field work involves working in and around construction projects with heavy equipment being used by contractors;
  • Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
PHYSICAL REQUIREMENTS
  • Vision enough to interpret written documents and drawings, and to inspect work projects;
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public;
  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces;
  • Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms;
  • Duties may occasionally require light to moderate physical effort that includes: stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools;
  • Extensive work is performed on a computer with repetitive data entry;
  • Ability to drive small trucks; work in traffic-controlled zones in various types of traffic conditions and in construction sites/zones; work around asphalt (325 degrees F) in extreme heat for extended periods of time.
