OVERVIEWResponsible for assisting the Finance and Administration Director with the preparation and oversight of the agency budget, forecasting financial results and analyzing and reporting on budget variances. Work is performed under general supervision and is guided by agency policies and procedures, professional practices and public accounting, state and federal tax laws and regulations.DUTIES AND RESPONSIBILITIES * Assists with the preparation of the agency's annual operating budget, performance contract and related reports.
  • Assists with annual budget submissions to local governments.
  • Analyzes, maintains and updates the agency's budget during the course of the year.
  • Assists with completion of mid-year performance contract reports and other external reporting requirements as needed.
  • Analyzes and reports on federal fund balances and completes annual federal fund balance reports.
  • Performs monthly budget to actual variance analysis.
  • Prepares and distributes quarterly internal financial forecast reports.
  • Maintains the financial statements within the agency's financial system software.
  • Maintains the online financial statement database and user access.
  • Prepares and maintains regional fund reports where the agency acts as a regional fiscal agent.
  • Utilizes cost accounting techniques to cost out services for program analysis and rate negotiation.
KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of the operation of the Board programs in mental health, developmental disability and substance abuse. Thorough knowledge of budget, fiscal and accounting management theories, principles and practices. Knowledge of cost accounting and cost allocation principles and techniques. Skilled in the use of Microsoft Office, especially proficient with Excel. Experience with report writing programs (such as Crystal Reports) and/or other automated budgeting systems. Excellent verbal and written skills. Ability to establish effective working relationships with others. Ability to collect, compile and evaluate statistical and financial data and to prepare complex written reports and records.TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCEBachelor's Degree or higher in Accounting, Finance, Business Administration or Public Administration. Minimum of three years related experience in performing substantive work in the duties described above.LICENSURE AND CERTIFICATIONSValid Virginia Driver's License
