The Facility Construction Division Director manages the implementation of major capital facility projects through multiple stages, including planning, design, construction, and closeout. This role is responsible for preparation, administration, and execution of capital program and project budgets, architect and engineering contracts, construction contracts, project management, coordination with customers and utilities, and coordination for permitting. Typical projects include new construction of government facilities for function such as courts, general office, fire, police, and human services. Additionally, this position oversees delivery of major capital maintenance programs such as roof replacements, HVAC replacements, parking lot refurbishments, etc. The position supervises project management staff, responds to requests for information, prepares and administers contracts, reviews reports and data, and prepares agenda items.Essential Duties
- Supervises staff to include: prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment and making hiring, termination, and disciplinary recommendations
- Oversees and participates in the analysis of management information, identifies issues and discrepancies, conducts need analyses, projects consequences of proposed actions, formulates recommendations based on findings, implements priorities, work processes, and procedures, and trains individuals on established or modified organizational practices and procedures
- Manages, reviews, and participates in the collection and processing of data and information, prepares and reviews a variety of related reports, statements, and communications, audits a variety of data for quality control purposes
- Responds to requests for information and provides subject-matter-expertise and guidance to other departments, consumers, the general public, and outside agencies
- Directs and participates in the preparation, review, and submittal of a variety of reports, reconciliations, work papers, communications, schedules, tables, and statements to and from internal departments, financial institutions, and external agencies
- Manages and participates in the processing of a variety of transactions involving purchase orders, accounts receivable, invoices, accounts payable, payroll, and/or other related functions
- Prepares bid specifications and invitations to bid, conducts bid openings, analyzes bids and selects vendors, administers funds, and reviews and monitors professional service providers, agreements, contracts, grants, and regulatory compliance
- Develops and administers budgets, allocates resources, approves expenditures, reviews financial statements
The grade for this position is 205.Effective 4/11/2023, this position is eligible for the Employee Referral Program.Minimum Qualifications
- Bachelor's degree in Engineering, Construction Management, Architecture or related field
- Nine years of progressively responsible experience related to the area of assignment, including two years experience as a manager or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
- Experience as a Professional Engineer
