The Loudoun County, Virginia Department of Building & Development is seeking an experienced professional to review, track, and make determinations on complex impact agreements (proffers) that mitigate impacts associated with large development projects in an expanding multifaceted community. This position is principally charged with ensuring that monetary and development entitlements are tracked throughout the permitting process and are collected/implemented in a timely manner in accordance with the impact agreement and State law. This position normally has no supervisory responsibilities but may be assigned staff to supervise depending on assigned tasks.The ideal candidate must be highly organized and detail-oriented for implementation and tracking of monetary impact units, calculating the Consumer Price Index (CPI) annually, and proper application of transactions in Loudoun County's online application system, LandMARC, and to participate in the assessment and evaluation of future land application systems. The applicant needs to have a land use background and understanding of zoning principles in order to review and analyze base zoning and impact units, as well as complex amendments, and must respond to customer queries of a zoning nature. An understanding of the planning and development process is valuable. The applicant may assist in the preparation of impact agreement requests for right-of-way that supports public projects.The position requires the ability to collaborate with County staff from Planning and Zoning, County Attorney's Office, Treasurer's Office, engineers, developers and builders, as well as preparation of reports and queries on the status of outstanding and fulfilled impact units, and communicate effectively orally and in writing in response to impact agreements and general zoning inquiries. Additional duties include, but are not limited to, assisting the Zoning Permits Manager in the development and the reporting of permit statistics, and providing backup to the Manager for customer and departmental inquiries.Salary commensurate with experience. Bachelor's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; three (3) years of related work experience in professional planning preferably in a government setting OR Master's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; including one (1) year of professional planning experience ; or equivalent combination of education and experience.Experience in impact agreeements administration is preferred. Progressively responsible work experience at a level that required management of planning and land use projects and programs is also preferred. Certified Zoning Official (CZO) or Certified Zoning Administrator (CZA) credentials are desirable. Criminal, credit, and DMV background checks are required. Must possess valid driver's license and good driving record.This position requires an analytical thinker with the ability to facilitate discussions, solve problems, and efficiently present results. The ability to manage multiple projects, prioritize tasks and meet critical deadlines is required. Experience working in land use management systems software and the ability to develop queries is essential. Must have strong advisory and communication skills as well as the ability to adjust to a variety of situations including communication with staff, applicants, governmental officials, and citizens.
